NOBODY KNOWS WHAT A PIONEER IS DOING...
The most revered and upright Chief Election Commissioner of India, T. N. Sheshan is still remembered by Indians for the implementation of electoral reforms. Up against adversity and challenges, he had dared to establish corrective measures when there were lots of malpractices in the country during elections. The Booth capturing was pretty common in those days.
It is believed that when he decided single-handedly to take drastic steps for giving independence to Election Commission, none in the Government of India, politics and bureaucracy liked him. He didn't care a bit though about powerful people being offended and went ahead redefining electoral process in the nation. He was the first officer who had realized the power of Election Commissioner in india given in our constitution. Prior to him, his no predecessor had done for the nation what he had because it was him who had helped Election Commission gain its independence & prominence in true sense for the first time in India.
Before being appointed as EC he had served as cabinet secretary, the senior most position for an IAS officer in administration. Later, he was honored with highly esteemed Ramon Magsaysay Award for his outstanding performance in government service in 1996.

Because of his stern attitude, he was surrounded with lots of controversies during his tenure. His ruthlessness and name was on every tongue at that time and after attaining such a great height in the country, he wanted to enter the politics but no party offered him the ticket. Eventually, he contested for the post of President of India but you know how an honest person is treated in India, the poor chap lost to K. R. Narayanan. The main reason I am writing this post is that after him no EC has used his power the way he did.
As EC, you would be surprised to know he had adhere to two rules, zero delay and zero deficiency and look at what he had said, "“It was not that I introduced a new reform in the system," says Seshan. "In fact, I didn’t even add one comma, semicolon or a full stop to the Act. Whatever was said in the Act, I implemented."
